Mahila Panchayat

Legal awareness and formation of Mahila Panchayats is another initiative taken for empowerment of women by the Delhi Commission for Women. These Mahila Panchayats offer crisis intervention and legal aid at community level and help tackle local level legal disputes and assist in reduction and reconciliation of violence against women. Mahila Panchayat is an innovative collective approach for community participation in dispute redressal. After need assessment and motivation, community leaders are identified and these women are then motivated to volunteer as Mahila Panchayat Members. The 20 MPs members are trained in legal issues, dispute redressal mechanism, trained in the laws relevant to crimes against women, given exposure about the existing legal position regarding property, maintenance, marriage, custody etc. They are also given training in counseling, FIR writing, pursuing with police station, how to proceed for legal recourse. The Mahila Panchayats itself acts as a "Watch Dog". The MPs find solutions at the local level through the workers in the field itself.

Care Village Foundation is also running a Mahila Panchayat at Bakkarwala, Delhi. CVF has taken record number of cases and resolved them at the community level. These cases pertain to bigamy, maintenance, domestic violence, alcoholism and other issues. In most cases CVF has resolved the cases at its own level. In some cases, CVF is taking joint action to bring pressure on the men concerned so as to obtain redressal for the women complainants.

In the sequence of aims of Mahila Panchayat, CVF joined with thousands of people on 8th March'2018 and formed a human chain around Central Park in Delhi's Connaught Place area to protest the increasing number of rape cases and raise awareness about the issue. Later on, DCW chief Swati Maliwal started a hunger strike at Rajghat, Delhi. A lot of dignataries up to the level of Chief Minister of Delhi arrived at the place of huger strike by this strong lady in support of her campaign. Thousands of volunteers and worker of Care Village Foundation also participated and supported this campaign.

Lastly on 22.04.2018, DCW cheif Swati Maliwal ended her hunger strike after President Ram Nath Kovind promulgated an ordinance to give stringent punishment, including death penalty, for those convicted of raping girls below 12 years. This was a "historic victory" in independent India in which CVF has participated with enthusiasm, devotion and dedication.

Yoga & Research

Yoga is essentially a spiritual discipline based on an extremely subtle science, which focuses on bringing harmony between mind and body. It is an art and scince of healthy living. The word 'Yoga' is derived from the Sanskrit root 'Yuj', meaning 'to join' or 'to yoke' or 'to unite'. As per Yogic scriptures the practice of Yoga leads to the union of individual consciousness with that of the Universal Consciousness, indicating a perfect harmony between the mind and body, Man & Nature. According to modern scientists, everything in the universe is just a manifestation of the same quantum firmament.

Legal aid may be taken to mean free legal assistance to the poor persons in any judicial proceedings before the Court, Tribunals or any authority. It intends to provide free legal assistance to the poor persons who are not able to enforce the rights given to them by law. It means providing an arrangement in the society which makes the machinery of administration of Justice easily accessible and in reach of those who have to resort to it for enforcement of rights given to them by law. It has been rightly said that the poor and the lliterate should be able to approach the courts and their ignorance and poverty should not be an impediment in the way of obtaining justice from the Courts. The constitution of India gives much importance to rule of law. In India, it is regarded as a part of the basic structure of the Constitution and also of natural justice. Free legal aid to the poor and weak persons has been held to be necessary adjunct of the rule of law.

Beti Bacho Beti Padho Campaign

The trend of decline in the Child Sex Ratio (CSR), defined as number of girls per 1000 of boys between 0-6 years of age, has been unabated since 1961. The decline from 945 in 1991 to 927 in 2001 and further to 918 in 2011 is alarming. The decline in the CSR is a major indicator of women disempowerment. CSR reflects both, pre-birth discrimination manifested through gender biased sex selection, and post birth discrimination against girls. Social construct discriminating against girls on the one hand, easy availability, affordability and subsequent misuse of diagnostic tools on the other hand, have been critical in increasing Sex Selective Elimination of girls leading to low Child Sex Ratio. Since coordinated and convergent efforts are needed to ensure survival, protection and empowerment of the girl child, Government has announced Beti Bachao Beti Padhao initiative. This is being implemented through a national campaign and focused multi sectoral action in 100 selected districts low in CSR, covering all States and UTs. This is a joint initiative of Ministry of Women and Child Development, Ministry of Health and Family Welfare and Ministry of Human Resource Development.

Care Village Foundation is also playing an exclusive role towards the mission of the Government. Here, CVF is organising counseling sessions, awareness programmes against female foeticide & female infanticide etc. on regular basis. Besides, CVF is making its best efforts to ensure admission of girls in the schools under RTE act. CVF has also arranged legal advice for the women who are tortured for having female child to protect female child.
